The GFA Coalition Welcomes the Public Release of the 10-Year GFA Plans

Washington, DC, USA — The Global Fragility Act (GFA) Coalition, co-led by the Alliance for Peacebuilding (AfP) and Mercy Corps, welcomes the release of the public-facing 10-year plans for GFA implementation in the selected GFA four priority countries and one region. The GFA Coalition, consisting of more than 100 peacebuilding, humanitarian, faith-based, and development organizations, has been a leading champion of the bipartisan, game-changing GFA since its inception. The GFA’s prevention-oriented approach is urgently needed in light of record-breaking and increasing violent conflict and fragility. We are confident the release of these plans will strengthen the U.S. Government’s partnership with international and local civil society, as well as the GFA Coalition, which is deeply invested in the GFA’s successful implementation.
Signed into law in 2019, the GFA requires the development of a whole-of-government, multisectoral, 10-year locally-led approach to prevent and reduce violent conflict and fragility and build sustainable peace. One of the most innovative elements of the GFA is its requirement that “assessment, monitoring, and evaluation frameworks for diplomatic, development, and security assistance and activities…shall be informed by [civil society] stakeholders.” Local and international civil society organizations have deep experience implementing programs in conflict-affected and fragile states and they are integral to ensuring successful implementation of the GFA. With the public versions of the 10-year GFA plans now available, the U.S. Government can more meaningfully partner with civil society by providing them with information needed to ensure the country-specific and strategic monitoring, evaluation, and learning frameworks reflect the peacebuilding field’s evidence-based learning and best practices. The release of the public-facing GFA plans brings an exciting next phase in GFA implementation—one that will usher in a strengthened partnership between the U.S. Government and civil society.
